This is A Whip! ActiveX Control for the Microsoft Internet Explorer, or as a Plug-In for Netscape Navigator for your browser.
It is used to view Autocad drawings converted into a format called DWF short for Drawing Web Format.

Autodesk Internet Utilities
Provided with Autocad Rel. 14 and Rel. 2000, but not installed as standard. Each version has a minimum capability of export DWF without this extension. The install adds commands to insert urls into drawings and provides layer information on conversion and the ability to exprot paperspace views.

Ar Nona CADViewer Light
ArNoNa CADViewer is the only Java DWF viewer recommended by Autodesk. This application uses java class applets that are download to the client machine.
